Parliament Monsoon Live Updates: The much-anticipated bill for this Monsoon Session, the National Capital Territory of Delhi (Amendment) Bill, 2023, was passed by the Upper House on Monday. The bill, which had already been passed by the Lok Sabha last week, seeks to replace an ordinance and was approved 131-102 during voting in the Rajya Sabha. It will empower the Lieutenant Governor of Delhi to control Group A services of Delhi, including matters of appointments, transfers, and postings. The bill was introduced in the Rajya Sabha by the Union home minister Amit Shah.
“We are making amendments to the Constitution, but they are not for imposing another Emergency. The Congress has no right to speak on democracy,” Amit Shah lashed out at the Opposition during his reply amid the debate on the NCTD (Amendment) Bill in the Upper House.
On Monday, Congress leader Rahul Gandhi's Lok Sabha membership was also restored, days after the Supreme Court halted his criminal defamation conviction in the 2019 ‘Modi surname case’. A discussion on a no-confidence motion will be taken up in the Lok Sabha starting today and will continue until Thursday. The motion was moved by Congress MP Gaurav Gogoi against the current BJP-led government to force Prime Minister Narendra Modi to speak on the Manipur issue.
During the debate on the Delhi services bill on Monday in the Rajya Sabha, Amit Shah said that the government is ready for a discussion on Manipur on August 11 - the last day of the Monsoon Session. He said, “There is nothing to hide,” and added that he has written to the House chairman regarding the same.
